Add Host Targets from Enterprise Manager failing

Attempting to launch the "Install Agent on Host" from the Add Host Targets Manually" page withing EM [version 13.5] is met with this error:

oracle.adf.controller.ControllerException: ADFC-10001: Cannot instantiate class 'oracle.sysman.core.agentpush.ui.view.NavigationManager'.ADFC-06006: An exception occurred when evaluating method expression '#{core_agentpush_navigationmanager.reinitDeployInProgressPageModel}' specified for 'before listener in task flow call activity with ID = agentpush-task-flow' defined in '/WEB-INF/core/agentpush/adfc-config.xml'.

Any help/advice is greatly appreciated.
