False Proof Required on Non Qualified Depn/Benef on Submit Enrollment

We are getting a Proof Required Warning for Depn/Benef with ineligible relationship types such as Sibling upon Submittal of Benefit Elections on Plan Types 20 and 21 for OE in eBenefits. Has anyone else run into this?

We are on HCM 9.2.23 PUM49. We do have 34111550 HR BENEFITS CONFIGURE DEPENDENT RULES FOR LIFE PLANS ENHANCEMENT but I do not see any reference as to how the proof is supposed to work when the covered person is the Employee. Does this need to be added to the Relationship table? Our Attachment rules do not require uploads for Siblings.

Also, we enabled Dependent Proof on all plan types because people were sneaking Dependents in under different plan types such as 2X then enrolling them in 1X plans without uploading documents since they were auto qualifying. Removing the requirement did resolve the warning. I am afraid non-verified dependents may get through unnoticed.
