Grant user SYSDBA access

I need to grant a user SYSDBA access for a VM backup solution to properly backup the database. I can find instructions on the commands to use with the ORAPWD but i can't find where I'm supposed to be running these commands from (Example: Command Prompt, SQL Script?) Please help.
