OEM Agent Deploy to ODA has SSH MAC error

Whilst this issue is OEM related it is specific to ODA 19.22 targets so hoping there might be some insights.

I'm trying to deploy an OEM agent to a newly built ODA X9-2L running 19.22.

The agent deploy fails immediately due to ssh error.

"Connection to the SSH daemon (sshd) on the target host failed with the following error : MAC Error"

I've also had issues connecting to the appliance with WINSCP from my laptop with a similar MAC error :

"Incorrect MAC received on packet"

I was able to fix the winscp issue by putting AES-GCM as the first cipher in the SSH selection policy.
