Is Oracle Text licensed in Oracle 19c SE2?

Checking and saw it is considered core DB for 11.2 and 12.1, but no mention of it in 19c licensing document or in Oracle 19c Oracle Text installation it does not include the same statement - except it does state no changes - "can be installed same as before)." Want to ensure we can still use Oracle Text in 19c SE2.
