Error while importing the SO/ISO

We're getting the below error in the errors correction form while importing the SO/ISO.

Error - Validation failed for the field - Ship To

We have checked in the customer form and found that correct OU and site address is not defined but unable to add the organization at customer site level and its throwing error - internal location is already assigned to another ship to address. please choose a different location .
