Will the SELECT_CATALOG_ROLE role grant access to PACK tables

We are running Oracle Standard edition and do not have the managment packs like Oracle Diagnostics Pack and Oracle Tuning Pack.

Does granting the role SELECT_CATALOG_ROLE to a user grant access to the tables used by these packs and would be be violating any licensing agreement if they did?
