SQL Monitoring Report (Active) vs ASH

This has been bugging me for a long time but never managed to ask this explicitly before today.
Context:
I have been asked to look into a performance issue of a specific SQL ID that occurs intermittently in a 19c database. When the SQL runs fine it completes in up to 30 minutes but when it performs poorly then it takes almost 3 hours to complete. I have extracted and compared Active SQL Monitoring Reports of multiple good and bad executions and have noticed that there are no obvious issues like execution plan change or difference in data volumes being processed, access and filter predicates, logical and physical IOs, wait events etc. The only difference explaining the difference in
