Why does it take a PhD to find and download a CPU update for the DB?

Is anyone else finding it difficult to find and download the CPU's for Oracle Database on the Windows x64 platform? I also think they should open their range of search conditions to find the patch or indicate when the Windows version of the patch will be available if it is offered for other platforms.

I find searching for the latest CPU very frustrating!
