Oracle EBS License

I require some guidance in terms of Oracle Licensing for EBS and how the Products are rolled up. As an example, does AR form part of the Financials package. If you purchase the Financials Pack for License, are you required to Licence AR stand alone thereafter. What are the pricing further to this and where could this be accessed further? Also looking to find out for the product Name- EMEA Add-on Localizations, abbreviation CLE,
is a license required here if patches are installed or the full functionality for deployment on a country with access to AP and GL is deployed?
