R7404530 - Currency posting in F0911 table

We are currently using the Italian withholding tax UBE (R7404530)to re-distribute transactions in the F0911 table . WE have found that when UBE is run it is creating transactions in the F0911 where the currency Foreign/Domestic is being flagged as "F" foreign - and the base currency is not being populated. The expectation is that it should be a Domestic with the base currency being populated with "EUR" . All of the original base date being used by the UBE (R7404530) in the F0911 table are set correctly i.e. Domestic and EUR.

I have checked the knowledge garden and can find no information about this UBE , nor are there any obvious Processing settings /Data section available to control the way currency is posted.
