ASCP recommendations suggesting new builds rather than rescheduling existing

A user is stating that ASCP seems to be giving a high number of new build requests rather than rescheduling in existing builds.

Is there logic that ASCP uses to determine whether to suggest a new build or increase and pull in an existing build? The builds that are expected to be increased are not firmed and there aren't any system settings that I am aware of that would prevent moving it in.

We recently upgraded to 12.2 and he believes it started after that. I have done a lot of searching to see if there would be anything related to this but haven't found any information.
