FSCM PeopleSoft Commitment Control and Expenses - can Pre-Encumbrances be disabled

State of Montana, PeopleSoft FSCM, 8.60.12, PUM 46

The state of Montana is under contract with a vendor to implement Travel and Expenses. There was a question if there is a way to disable Pre-Encumbrances in Commitment Control or if we must use it. We do not currently use Pre-Encumbrances and want to only budget check Encumbrances.
