Budget and Forecast Web ADI layout update

Is there a particular function that needs to be assigned to a desktop integrator responsibility in order for Budget and Forecast Web ADI to be available in the LOV for Define Layout menu?

These options are not currently available in our Desktop Integrator responsibility, and I am unable to update the layout for the spreadsheet interface. Currently the default option when uploading a budget is "Project - Budget(Non-Periodic)" but we'd like to make "Project-Budget(Periodic)" as the default. Any advice to accomplish this would be helpful.
