Territory Manager is not assining primary salesperson to quote based on the territory setup

I´ve created territorys in territotry manager and assigned sales persons to them. I ran all request but when I´m creating a quote the primary sales person is always the creator not the one who is assinged to the territory which the customer belongs to. I´m creating the quote in the Quoting Module (Sales User responsibility)

Does anbody had this issue?
