Oracle datapatch verbose fails with error in AIX 7.2, and same patch works with AIX 7.1 without any locale issue.

We have below locale installed:

C
POSIX
en_US.8859-15
en_US.IBM-858
en_US.ISO8859-1
en_US

My question is if locale en_US.UTF8 is not installed and qopiprep.bat was not giving error in AIX 7.1 then why it is causing trouble in AIX 7.2.
