How to disable formatting from excel for on-premise version planning form?

We're using hyperion planning 11.2.x and the web form format can be changed if opened from Smart view and clicked on "save formatting", anyone who is authorized to open the form can change the form format and affected other user. In smart view user's guide(https://docs.oracle.com/en/applications/enterprise-performance-management/smart-view/23.200/uugsv/GUID-4815FBBC-861E-47B8-810E-DFEA4B6EBCFF.pdf) it says "If Disable formatting is enabled in the form definition in the web application, then the options you select in the formatting tab in Oracle Smart View for Office are not honored in forms", but I can't find the place to disable the formatting.
