How to enable the employee search at Benefit Enrolment Page in case of custom role user

As a part of client requirement we have created a custom role called as " Benefit inquiry" which allow the users to search for the employees at the Benefit Enrollment page. At present, all the users who have this role assigned are not able to search and getting a blank results.

We tried adding few data policies and privileges suggested in Doc ID :2629019.1, But still we are not able to resolve the issue. Please suggest what roles or privileges can be added for this enhancement.
