Oracle Instant Client version 11 or 23 (ORA-17002)

Hello,

I have been using SQL Developer v20 for the last couple of years, using the last Intel Mac book version, Now I just recently upgraded to the latest macbook pro while SQL Developer v20 is running I could not connect to the database using Basic or TNS it will give me an error of "Failure -Test Failed: IO Error: Broken pipe (Write Failed).

So I tried to download the latest SQL Developer v23, which loaded fine, but produce the same error.

Have anyone experience this kind of issue?
