HR Notifications to Personal or Preferred Email Address

Is there a delivered option to send email notifications to an employee's personal or preferred email address based on a query? We tried using HR Notification functionality, but it appears it send the email to the email on the employee's user profile. I did not see any options for changing the email that it is sent to.

Has anyone been able to do this with HR Notifications or any other notification functionality?

We are on PS 9.2 Image 45 PTools 8.60.05
