How can we re-install RDBMS oracle home of EBS instance

We are on EBS 12.2.10 and the EBS DB is 19.9.0.0.0. Platform is RHEL 8

During rollback of one RDBMS patch, we found that some folders are missing from .patch_storage which makes the rollback session fail with:
