Transfer Performance Documents

I have some questions regarding the Transfer Performance Document process. We are currently using classic ePerformance, not fluid ePerformance. We are in version 9.2, PT 8.60.13, Image 48.

Navigation: Workforce Development>Performance Management>Performance Documents>Administrative Tasks>Transfer Performance Document. When I transfer a document to someone who has the Manager Self Service role, it transfers and they have full access to update and save the document. When I transfer a document to someone who does not have the Manager Self Service role, the document does transfer to that person but they can’t find/open the document. Does the transfer functionality only allow the transfer of a performance document to another manager? I thought a document could be transferred to any other user, like an administrative assistant. I
