Adding benefit rate key for State (BN_RATE_KEYS)

Looking to add a benefit rate key for state in order to utilize employees home address as a factor to determining medical rate. We currently use benefit plan and coverage code and want to add another level for state. Having trouble finding documentation on steps to accomplish this. Has anyone done this via rate keys or have suggestions on another way to accomplish different state rate within the same plan?
