Production Number Assignment

We are running JDE 9.2.7.4

I have been investigating the use of production numbers. I have found that when a supply is greater than the actual demand, there isn't a way to clear the production number from the excess. For example, when I have a min buy for a component of 400 but my demand only requires 50, the system doesn't see the 350 as excess so if another demand is entered for the same component, MRP is telling me to order another 400 pcs. Is this as designed or is there something I can do to change this behavior?
