OCSM 5.2 first installation issue

Hello,

Have you meet such a problem during the first configuration of the OCSM ? When log in to https://<ip address>/setup/ with 'sysadmin' and default password 'oracle' , the system returns error:

You don't have the permission to access the requested resource. It is either read-protected or not readable by the server.

How to fix it?
