Cross Plan Validation - Can it be configured to STOP an enrollment vs. FORCE an enrollment

When attempting to configure the Benefit Program with the requirement of, if a person is enrolled in Plan Type 31, Benefit Plan LTD Premium, they are not permitted to enroll in ANY Plan Type 31 STD plans. Currently there are three STD Benefit Plans configured however they are not permitted to enroll in ANY STD Benefits Plans if they are enrolled in LTD Premium Benefit Plan.
