Are there any APIs that i can use in order to upload GL data into a new setup such as the value sets

Im trying to migrate from 12.1.3 EBS to 12.2.7 EBS . And right now im using dataload to upload all the setup data from the old system to the new one . Is there an easy method that i can do this?
