Unable to add a new tab in Asset ECC as Create Item missin at the "Sub Tab Bar: (subTabBar1)" level

Dear Team,

I am trying to add a tab in Assests ECC following the Oracle document identified by link


1. Copied an existing page

2. Created FND Function

3. Assigned the new FND function to the Assets Permission Set.

4. Adding a New Tab

Step 15 instructs to create a link by clicking Create Item at the "Sub Tab Bar: (subTabBar1)" level

But the create item icon is missing with "complete view"

Please advise.
