Ho do you clone the onbaording activity guide template

We are exploring using Onboarding for Canada, however I am unable to clone the delivered template.

Does anyone know if there is extra security or additional installation setup that is required in order to clone (or even view) this delivered template? We are on PI 38 and PT 8.60.13
