HSA plan setting up for ER contribution only

Is there a way to set up an HSA plan for employer contribution only with the following condition:

• Able to use pledge amount on the FSA enrollment page
• We don't have medical plan set up. Our medical deductions come through general deduction.
• The deduction code tied to the plan is a nontaxable benefit deduction.
