User Profile CI - All Attribute Values for all ID Types are required

I am trying to create a new user by utilizing the User Profile CI exposed as a SOAP web service. The IDType that I am attempting to create has two required values. Is this possible? When I try to create a user I receive the "All Attribute Values for all ID Types are required" error. I cannot do what the error is asking me to do. I do not have this issue when creating other IDTypes that have one required value.
