Set up Voluntary Life Insurance Event Rule for Open Enrollment

During Open Enrollment, can an Event Rule be configured so that an employee can increase up to a plan level without proof OR increase by a certain level without proof. I can configure it to either allow one or the other of these options, but our employees have the option to do one or the other during open enrollment…if they are below the level where proof is required, they can jump to that level, or if they are already above that level, they can increase a level without proof.
