How to assign a non-employee to a Job Posting

Is there a way to associate a non-employee (somenone that Is not setup in PeopleSoft Job Data as an employee & has no emplID) with a Job Opening so they can act as the Hiring Manager?

We have a consultant that is assisting in the hiring process of a new job posting. Is there a way to allow this consultant/non-employee the ability to access the job posting, view candidates and open resumes without them being hired into PeopleSoft and have an EmployID assigned to them?
