can't find "Oracle Database 23c for Linux x86-64" zip file

i can't find "Oracle Database 23c for Linux x86-64" zip file to download it, there is only the RPM file "oracle-database-free-23ai-1.0-1.el9.x86_64.rpm".
i need to install it on OL9 using the zip folder and not rpm
(for example, for DB 21c we had "LINUX.X64_193000_db_home.zip")
