creating DBlink from oracle to PostgreSQL

Hi Team,

ENV: CDB with 2 PDB 19.23
ASM 19.23
Single server

We are creating DBlink from oracle to PostgreSQL. Following We have to create one listener as part of this requirement.

Current Listener is in GRID home /u01/app/19.0.0.0/grid/network/admin/listener.ora.
Can we edit listener.ora and add the entries OR can we create one listener in ORACLE HOME.

Can you guide with some steps.
