Why is Purchase Requisition getting approved for an Inactive item?

A Purchase Requisition was created with an item when the item was Active, but the PR was lying in 'Incomplete' state. In a later stage the item was deactivated. Now the same PR number is accessed by the user & the PR is approved.

Why is Purchase Requisition getting approved for an Inactive item?

Why there is no ERROR during PR approval with an Inactive item?Why the system is allowing approval of PR with Inactive item?
