Multiple levels of Projects IGT Agreement Approval

We have a requirement to have 2 levels of approval(level 1 using an Approval group and level 2 as Program Official on the Order) for Projects Agreement created by the G-Invoicing Order interface program. It appears only level of approval is supported. Are multiple levels of approval supported or only one level? Please let us know how this can be configured in AME for Projects Agreement AME workflow. we are on 12.2.10 EBS.
