Workforce - Get base data from Actual as base data for next year budget

We are using Workforce for the first time and need to have the base for next year's budget be copied from the last month of actuals. At the moment, we can see all headcount detail in Workforce for actual but budget is blank. We have input all rates for benefits, taxes, etc and but when trying to calculate all job compensation nothing happens which I believe is due to us not having the base headcount detail as of yet. Any feedback would be appreciated.
