Error installing Server Manager Management Console 9.2.0.0

Good day,

I am experiencing problems installing SMC 9..2.0.0 on Windows 2016/19 server failing at 82% executing the file "C:\Oracle\Middleware\Oracle_Home\wlserver\common\bin\wlst.cmd" and the it throws error :Return Code the process is :1.

Nodemanager and weblogic instances are running fine.
