Process gets frequently stuck at "Awaiting" (P98860)

We have a process using E1 to email approvers for MRO Requisitions. We haven't been able to ID the root cause, but several times a week, one of the processes in P98860 will go to "Awaiting" (07) status, and then the emails will not go out to the users. Has anyone else seen this behavior?
