EOI-Issue When Using Effective Date as the Date of Approval, Not the QLE/OE Event Date

We're experiencing a big issue where we use a different BAS event once the EOI has been approved to enroll the employee in the sup life plan they requested.
Example: During OE24, employee requests to update their Spouse Life plan. from 1x salary to 2x salary. This requires EOI approval. We process/finalize the OE event, and on 2/15 we receive the EOI approval and create a special EOI BAS evet to enroll them in the Spouse Life 2x plan effective 2/15 and check the 'Proof Received' checkbox. We open OE25 for the next year and the Employee would like to increase SP Life coverage to 2.5 salary, which would not require EOI, however this does trigger the EOI requirement.
