Why would an event, in this case - Medical Cancel for a Subscriber open all benefits plan types?

PeopleSoft 9.2 - Benefits Administration.

Why does a Medical Cancel open all life insurance (Plan Types 20, 21, 24 and 25) instead of just the medical (Plan Type 10- the subscriber's plan type).  It should not be doing that.  The only BAS Activity event that opens both medical and life is the ALL event.
