Open Enrollment Submit Button - Not Required

We opened an SR about the Submit button in Open Enrollment. We have confirmed with support that whatever changes an employee makes to their elections prior to Validate/Finalize will be taken; regardless of whether they use the Submit button. There is no functional purpose of the Submit button other than to confuse by creating a Summitted Statement that will not reflect any changes they make after the Submit was used, and before OE ends. We would like to remove the Submit button but were told that there is no way in configuration to Hide/Remove the button. We would also
