Upgrading from Tools 9.2.2.2 to 9.2.5.6 requires reinstall of ActiveX ocx files???

End Users do not have local admin so this is an issue. My PC has the two ActiveX ocx files on it in the syswow64 directory. In JDE PD, running 9.2.2.2 tools, I can edit text attachments, and import/export excel files. I log into JDE PY running 9.2.5.6 and I am prompted to install the text activex and the import/export Excel activex. I have tried running regsvr32.exe in a command window running as Admin, and I even get the popup saying the dll registered, but JDE PY 9.2.5.6 still wants to reinstall the activex controls. We are doing this upgrade
