One of the Catalog PO not getting auto approved in Oracle EBS R12.2

One of the Catalog PO not getting auto approved in Oracle EBS R12.2, Buyer found that supplier site is missing and after adding that PO is looking for approval in the hierarchy but we do not have approval level set at the PO so it's keep jumping one to another.

Please let me know if anyone has any clue about this issue. this is one of the odd case otherwise all the PO gets auto approved as we gets the approval on the requisitions.
