APP-INV-05577 error with current status = 3

Trying to issue a serial number to a work order but received APP-INV-05577 error. Did some research and found this issue occurring when current status = 6. The current status of this serial number = 3 (resides in stores). Wondering if anyone else has experienced this and how they fixed.
