Cannot start ./rwbuilder in fresh 12.2.1.19 Forms and Reports Install - core dump

On a fresh install of Oracle Database 19c + Forms and Reports 12.2.1.19 on Oracle Linux 8, running ./rwbuilder returns an Aborted (core dumped).

I found a similar question below but the accepted solution did not work for me and I don't have anything else to go off of.
