Workflow Simulation returns error "Fail to reserve session from Workflow Process Simulation Server"

Hi,

I working with Siebel 23.1.0.0

In Webtools starting the simulation of a workflow or debugger of any object, a warning is displayed with the following error "Fail to reserve session from Workflow Process Simulation Server".

This occurs without having the siebel web client open.
