Can move order be created with over shipment quantity for over ship tolerance?

I have added 10% tolerance on the sale order line, but after launch pick released, move order is created with the line quantity. The tolerance quantity is not added in the move order. It allows to transact upto tolerance but I want move order quantity including tolerance.
