Outside Operation Qty Incorrect

Dears,

We are implementing the SBF and some operations go for outside processing. Since there is no row Exit on W31123A to trigger the outside processing, and so went back W3112E row Exit to trigger the outside operation (P3161).

However, found the Qty on generated PO is from the F4801.UORG but not from the F3112.QMTO (Qty at operation). Does this make sense? We do have the scraps on operations before the outside OP#, and this makes the Qty sent out less than WO header, but the system always gets the WO Header Qty to generate the Qty on outside OP.
